The assault caused the partial shutdown of the CTA tunnel and the T3 parking area.

Two more people are now in custody related to a theft at London's Heathrow Airport in which 21 people were injured by what is thought to be an irritant spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area for suspected theft and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests follow an investigation into an attack at the multi-storey car park at Terminal 3 on Sunday. Before the attack, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was among the injured in the event. Five people went to hospital for medical care and have since been discharged.

Officers arrested a 31-year-old man on suspicion of robbery and assault close to the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were called at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals hurt by a noxious substance thought to be an irritant spray.

The assault - an event that authorities stated was isolated and not being treated as terrorism - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 parking facility for a short time.
